3.2.1 Build a network, of participants interested in animal welfare and responsible pet ownership through local workshops, seminars, and special events.
3.2.2 Facilitate communication and cooperation among local organizations that provide humane animal services and encourage development of additional needed services and programs in the community.
3.2.3 Increase the public awareness of animal related problems in the area and recommend solutions.
3.2.4 Assist in the development and distribution of public service educational materials concerning animal welfare and responsible pet ownership for children and adults and promote the positive benefits of owning animals as pets.
3.2.5 Serve as a local resource for school systems, persons or groups for programs in animal welfare and responsible pet ownership and provide them with appropriate material, techniques, precautions and evaluations in addition to classroom demonstrations.
3.2.6 Establish a telephone Pet "Hotline", a voice mail information system for pet owners needing assistance in any form with their animals.
3.2.7 Promote systems for the distribution of low cost spay/neuter coupons for dogs and cats with the cooperation of local veterinarians
3.2.8 Encourage fostering for rehabilitable animals from animal shelters until they can be placed in suitable permanent homes with loving and caring families. Assist in adoption programs for both purebred and mixed breed animals.
3.2.9 Promote the role of animals as pets in society and to foster the effects of the human/animal bond on the mental health and physical well-being of the animals involved.
3.2.10 Monitor animal legislation at all levels of government.
