Director Micah Simms is in charge of the daily operations of E.C.H.O, including supervising all assigned missions. Juggling the nation's defense against an ever decreasing budget, Simms is the espiocratic glue that holds E.C.H.O. together, running it on a fraction of what other intelligence agencies spend.

As a low level administrative assistant, Simms' particular talents were overlooked during the cold war. In the new age of a budget conscious defence program, however, the government now turns to him for help.

Simms is a master at intel acquisition. With shadow access and deep penetration, he can cause more damage from his computer at E.C.H.O. than most agents could do with a truck load of C-4 out in the field
