The Darby Borough Police Department is one of the Finest, most Professional Police Departments in the area with some of the Finest Police Officers.
Many residents are contacting me with their concerns as to the recent news articles concerning our Department. Yes, we have had some very major problems in the past. We are not perfect nor we will ever be. The majority of our problems resulted from the actions of a few officers who are no longer with us. This should not reflect the reputation of our department as a whole.
We will be reviewing all complaints for merit and take further action if deemed necessary. It is time for us to address our problems and move forward for the benefit of our community. Please feel free to contact me or drop me a line with your concerns. I am always available to address your concerns.
Listed below are the Officers that serve YOU the residents on a daily basis. WE are comprised of 19 full time officers, (hopefully this number will increase in the near future) and 14 part time officers. Keep in mind that most of our part time officers do not work 40 hours per week. This is one of the main reasons why we MUST increase our full time officer status.

MISSION STATEMENT
The Mission of the Darby Borough Police Department is to enhance the quality of life in the Borough of Darby through the protection of life and property, the preservation of peace, the protection of individual rights and the reduction of fear of crime through the delivery of professional police service.
PHILOSOPHY
To accomplish this mission, the Darby Borough Police Department in cooperation with the community will:
Make the prevention of crime and disorder the primary objective of the agency.
Maintain the public trust and cooperation by fostering a model of policing predicated on community participation through a partnership of sharing and understanding.
Utilize available resources in the most effective and efficient manner to ensure the highest quality of service.

POLICE DEPARTMENT NEWS AND CRIME PREVENTION TIPS!
CURFEW
The Curfew in Darby Borough is STRICTLY enforced. All juveniles under the age of 18 are not allowed on the streets during the following hours:
Sunday through Thursday
10:30 PM
Friday and Saturday
11:00 PM
If you see any violators, please call 911 and report them immediately.
Also, due to the heavy volume of juvenile calls, problems, and heavy drug trafficking, there is Zero Tolerance of loitering on street corners. No loitering or congregating on street corners is allowed. Violators will be moved and cited if necessary.
POLICE ATHLETIC LEAGUE
The Darby Borough Police Department has a Police Athletic League that is in FULL swing!
All youths are invited to participate in the many functions of our organization.
Officer Donald Townes is the police officer in charge of this department and any questions you may have you can contact him at the Darby Police Department at 610-586-1100.
PAL is always looking for adult volunteers so please call if you are interested.
Some of the activities that PAL has are basketball, volleyball, line dancing, crafts and many more.
All youth between the ages of 8 to 18 years old can participate.
TIPS
Listed below are some personal safety tips . When shopping, take time to make sure your vehicle is locked and all packages are locked in the trunk of the vehicle where a potential thief can't see them. Always lock your vehicle or use an anti-theft security device.
When shopping at area shopping malls, distribute your cash about your person, DO NOT KEEP IT IN YOUR PURSE! Keep some in a pocket or small purse that you can retain inside your coat or jacket. If possible, only carry those credit cards you intend to use on your shopping spree. Always carry your handbag close to your body, to make it more difficult for a potential purse-snatcher.
Never fight a thief! Because you may be injured. Scream as loud as you can. Make as much noise as possible so you can attract other witnesses and help. Then notify the police immediately and provide as much information as possible, description, license number, direction of travel and any other pertinent information. If police are armed with this information, they can quite often make an arrest.
Whether on public transportation or in your own personal vehicle, be constantly alert to your surroundings and possible unsafe areas. Avoid dark or dimly lit parking areas, especially if you are alone. We suggest having your vehicle keys ready when you approach your vehicle. Check the interior of your vehicle, before you enter your car. Don't take a short cut through a dark alley or driveway. If you become a victim of a crime, try to remain calm. Get a good look at the person; make a mental note of just what they were wearing, color of hair, eyes and whatever else you can observe.
Your Police Department is here to serve and protect you and your property. Help us do a better job by reporting all suspicious persons and activities as soon as possible. Your Police Department can only function effectively with the assistance of concerned responsible citizens.
Most important, when there is an emergency or when you feel suspicious about something, call "911".

01/01/2004 01:25 Page 1 Ofc. 37 -PO MICHAEL DINGLER
At approx. 0125 hrs. on 01/01/2004 Darby Police responded to the Happy Inn for a fight out. Upon arrival the actors were gone. Police then entered the Happy Inn and spoke with the victim who stated that the actors had thrown a drink on his girlfriend. The actors who are unknown then allegedly punched the victim in the face and ran out of the bar.

Police responded to the area of the 500 Block of Main Street
on a call of strong arm theft in progress. upon arrival police were
informed to look for a Black Male approximately 15 years of age wearing
a Black Jean jacket with brown stitching, Blue jeans and a Brown, White
and Black Baseball Cap. Police stopped said suspect in the 300 Block
of Fern Street, the victim identified this male as the person who took
her money from her. The Victim stated that she was in the store at 524 Main street, the chinese resturant when the suspect came in and took her change off the counter and she did ask for it back.

On the above date and time myself and Cpl. O'Donnell observed one white female and one white male urinating out at the bus loop. Police attempted to approach the two subjects while they were walking away from that location. While police had them stopped a strong odor of alcohol was evident. Both subjects had slurred speech and were unable to provide complete information on their own. Police took the two subjects into custody for public drunkenness and disorderly conduct. Police gathered all information and secured all belongings.

RECEIVED CALL TO ASSIST YEADON POLICE WITH A SHOOTING. UPON ARRIVAL ASSISTED WITH A FOUNDED SHOOTING AND CROWD CONTROL. THIS OFFICER ALSO ESCORTED 16-7 TO HUP.
01/02/2004 07:32 Page 1 Ofc. 78 -PO KEVIN WILEY
At 0650 hrs police were dispatched to 4 Chester Pike Sciarrino's Pizza for a person smashing in the front window. A resident from the 900 block of Springfield Rd called police to inform that a man had broken the window at the pizza shop and was seen entering the store. Upon arrival Police noticed a B/M running from the area of 4 Chester Pike. Police caught the B/M at the bus loop on the 900 blk of Main St. The B/M was found with nothing on his person. He was detained and later released. Officer Crozer of Collingdale stopped a W/M identified as Edward Wood as he was trying to exit the store through the broken window. Edward Wood was found with $9.52 in change in his left jacket pocket and $28 in paper cash in his right jacket pocket. Edward then went through the cash register which contained $150. Edward then went to the back of the store and attempted to take cheese, tomatoes, pizza sauce, and dough which was all stacked up by the front window.
Edward stated to police that he was the one who broke the window and entered the store. The rock Edward used to break the window was later recovered under a pile of soda at the front window. Edward stated to police that his father sold Sciarrino's the register and that is how he knew how to get into the register. Edward also stated that he took xanex earlier in the night. Prior to breaking Sciarrino's window the comp stated that she saw Edward attempting to break the security gate at 2 Chester Pike the tattoo shop.

Police responded to the 200 block of Fern St for a report of criminal mischief to a vehicle. Upon arrival, the victim stated that his passenger side window to his 1996 Dodge Intrepid was broken out over night while it was parked across the street. His pioneer radio face plate was broken out. All the vehicle registration & insurance papers were stolen from the vehicle. The vehicle was parked there this morning at 0130hrs & was noticed broken at roughly 0900hrs.

On 01/03/2004 at approx. 0210 hrs Darby Police observed a white male walking on the 400 blk of Darby Ter. (This is a very high drug selling area) The offender was approached by three unknown males who, after seeing a marked patrol vehicle, walked away from him. The offender had a staggerd gate as he walked back onto Main St. Police stopped the offender on the unit blk of S 6th St. Police asked him if he just purchased drugs on the Ter or if he had any drugs on him. The offender stated no and police could check him. Found on him were three empty glassine baggies which contained a white powder residue. The offender had the smell of alcohol on and about his person and breath. He stated he had been drinking 121 through out the night and attempted to buy crack on the Ter., however they would not sell to him. He was taken into custody for public drunkenness and disorderly conduct.

On 01/03/2004 at approx. 0359 hrs Darby Police were dispatched to 522 Main St. for a possible burglary in progress. Compl. advised he was hearing sounds coming from the store down stairs, BOBO'S Market. Upon arrival police secured the front and rear of the building. Officers in the front observed the front door to have been kicked open. Police entered through the front door and began to check the building with negative results.
Police observed the front door to have two large boot prints, possible work boot type prints. Police also observed the cash register to have been pried open with screw drivers and was empty. Police found two screwdrivers one on the counter, one on the floor behind the counter. Police also found one awe on the floor by the front door. Said screwdrivers and awe were taken and placed into evidence.

On Saturday 01-03-2004 at 1832hrs Police responded to the area of 107 S 6th St for a report of a shooting. While in route to the scene Police were also receiving calls on shots fired in the area of the unit blk S 6th St. Upon arrival residents pointed to 102 S 6th St where Police found the victim laying on the front steps. He had a gun shot wound to his right leg. He told Police that a lgt/skin blk/m with a red hat did the shooting. He was last seen running down the 600blk Columbia Ave. He first told Police that the shooting happened in the area of the Chinese Food Store on the 500blk Main St. Afterward he told Police that the shooting happened on the unit blk S 6th St between Columbia & Chestnut St.
Police checked the area. A puddle of blood was found on the sidewalk of 104 S 6th St & in front of 102 S 6th St where the victim was found. Police checked the area & a projectile from a large caliber gun was found on the corner of Columbia & S 6th St. Police gathered the projectile & blood soaked clothing that was cut off. The scene was photographed & turned over to Det Dellabarba of the Anti Crime Division.

On the above date and time while closing down the Happy Inn police did have to call for cars to help with crowd control. The bar was packed wall to wall with people and had numerous subjects out front trying to get in.

On January 4,2004 at approximately 0245 hours, your affiant was in the area of the 2200 block of S. 72nd Street. This is a well known area for the sales of illegal narcotics. At this time, your affiant observed a white male and a white female inside a red pick-up truck. At this time, an unknown black male approached the defendant, now known as Edward WARD. WARD handed the black male something small and the black male handed something small back to WARD. This is consistent with a drug transaction.
Your affiant stopped the vehicle on the 100 block of S. MacDade Boulevard. While speaking with WARD, he was asked where he had been coming from. He replied that he was having breakfast on Paschall Ave. Your affiant advised WARD that he was observed making a transaction in the Paschall Projects and he stated that he was just trying to buy some marijuana but failed to get it. He was asked to step out of the vehicle. At this time, WARD was asked if he had just purchased crack cocaine and he informed your affiant that he did. At this time, WARD produced two small glassine bags from his left pants pocket. One glassine bag was purple and one was clear and both contained a white, chunky substance that is consistent with crack cocaine. WARD was placed into custody and transported to headquarters for processing.

RECD CALL FOR THEFT DISCOVERED AT THE ABOVE LOCATION. UPON ARRIVAL, THE VICTIM INFORMED POLICE THAT TRUCK PLOWS HAD BEEN STOLEN OVERNIGHT. THE PLOWS WERE LAST KNOWN SECURED ON 01/05/04 AT APPROXIMATELY 1530HRS AND THE DISCOVERY WAS MADE THIS DATE, AT 0600HRS.
UNKNOWN ACTOR(S) REMOVED A CHAIN AND PADLOCK FROM THE SECURED FENCE. TAKEN WERE TWO (2) MYERS EIGHT FOOT TRUCK PLOWS, YELLOW IN COLOR. THE VICTIM INDICATED THAT THE PLOWS WERE CHAINED TOGETHER.
HE REQUESTED EXTRA PATROL, DURING THE EVENING HOURS.

RECD CALL FOR NATURE UNKNOWN AT 122 N 3RD ST. UPON ARRIVAL, THE VICTIM INFORMED POLICE THAT HE DISCOVERED 2/B/M ACTORS ATTEMPTING TO BURGLARIZE HIS RESIDENCE.
THE VICTIM STATED BOTH ACTORS WERE WEARING BLACK DOWN JACKETS, ONE WITH A RED HOODED SWEATSHIRT. THE VICTIM TACKLED BOTH SUBJECTS AND HELD ONE UNKNOWN ACTOR DOWN UPON THE GROUND. THE ACTOR ESCAPED HIS GRASP AND BOTH FLED SOUTHBOUND IN THE EVEN NUMBERED, REAR ALLEY OF N 3RD ST. THE ACTORS WERE LAST SEEN RUNNING, NEAR DARBY TER.
THE ACTORS DROPPED A PAIR OF RED AND BLACK BOLT CUTTERS. POLICE RETRIEVED BOLT CUTTERS AND PLACED SAME INTO EVIDENCE.
THE VICTIM INDICATED THAT THE ACTORS CUT THE LOCK UPON THE CHAIN LINK FENCE IN THE REAR YARD. THERE WAS NO DAMAGE TO THE RESIDENCE.
POLICE THOROUGHLY CHECKED THE AREA FOR THE ACTORS, WITH NEGATIVE RESULTS.

On the above date and time this officer was at a call with our other units on the unit block of Chester Pk. when I observed the a blue sedan traveling at a high rate of speed and narrowly avoided striking another vehicle pass by me and take a right onto the 800 Block of New Walnut. I got back into my patrol vehicle and attempted to catch up to the blue sedan. I did stop the blue Chevy Corsica in the 800 block of New Walnut St. It was at this time I approached the vehicle asking for license and registration, when the driver stated " yes, I've been drinking.". This officer was able to detect a strong odor of alcohol on and about the person of Ms. Huckel. Ms. Huckel also had blood shot eyes and slurred speech. It was at this time this officer placed Maureen Huckel under arrest for DUI. Ms. Huckel was taken to my patrol car 47-13 and read the Implied Consent Law. Ms. Huckel agreed to submit to a blood test. Ms. Huckel was transported Mercy Fitzgerald Hospital where R.N. L. Sinex would draw two glass viles of human blood from her at 23:25 hrs. The two glass viles containing human blood with grey tops were received by this officer at 23:30 hrs. After receiving the blood samples this officer transported Ms.Huckel to Darby Police Dept. to be processed and housed for the night.
While at the station to be processed Ms. Huckel stated she was having chest pains. Police immediately called for the medics to evaluate her. Medics arrived on location evaluating Ms. Huckel. Maureen Huckel signed a form refusing any further treatment. Police were able to continue processing her without any further problems.

Darby Police assisted Yeadon Police at Laurel & Bailey Rd with a juvenile assault. The juvenile was assaulted with a baseball bat. Police found 3 of the offenders on Laurel Rd. They were placed into custody & turned over to Yeadon Police.
01/08/2004 06:36 Page 1 Ofc. 30 -PO RYAN WISELEY
At 0636 hrs police were dispatched to 1003 Ridge Ave for a robbery just occurred. This officer responded to the scene and spoke with Jthe victim who told police she was coming from Kenwood Rd were she lived and was walking down Ridge to Main and catch the bus to work. When she reached the 1000 blk of Ridge she noticed a Burgandy colored Dodge Dynasty with it's lights off stop up the street from her. The driver of the vehicle exited the vehicle and approached a residence and appeared to be knocking on a front door. She became suspicious of the vehicle and turned around. When she changed her direction the driver of the vehicle ran up to her and displayed a silver handgun. The driver told her to give him everything she had. The victim gave her brown Louis Vutton purse with yellow writing witch contained a brown matching wallet with credit cards. Also in the purse was a bank book and silver colored brass knuckles. The driver jumped back into the vehicle and continued on Ridge towards Main St.
This officer put flash information out on an older model burgandy Dodge Dynasty occupied by two B/M. The driver a B/M approx 6'2 to 6'4 wearing all black from head to toe with a puffy black hooded jacket.
The victim described the B/M as 17 to 20 years old with a long skinny face and skinny body. The driver is carrying a silver 9mm handgun. She was unable to give a description on the passenger. There was approx a 3 to 4 minute time delay from the robbery to police arrival at 1003 Ridge Ave.
47 and 48 cars searched the area and were unable to find any vehicle matching the description given by Jody. 10 Minutes after the call came out 46 cars were dispatched to a armed robbery with the actor matching the same description as the victim gave to 47 cars. The vehicle used in Yeadon's armed robbery was a gray Lincoln. The actor also displayed a silver handgun. The victim came to 4790 to look at photographs to see if she could identify the actor. She was unable to identify the actor from the photos shown to her.

DARBY POLICE WERE ON PATROL IN THE UNIT BLK OF MAIN ST, AT THE HAPPY INN. POLICE OBSERVED B/M CAUSING A DISTURBENCE AT THE HAPPY INN. DEF WAS TOLD TO LEAVE THE AREA, HE REFUSED TO DO SO. DEF SPOKE WITH A SLURRED SPEECH AND SMELLED OF ALCOHOL. DEF WAS PLACED UNDER ARREST AND TRANSPORTED TO 4790.
01/10/2004 01:55 Page 1 Ofc. 29 -PO EAMON CURRAN
On 01/10/04 at approx. 0155hrs. while on patrol in the area of the Happy Inn I observed a black male stumbling down the street. I stopped the black male and Identified him as Peter Hopkins. Mr. Hopkins was unable to speak coherently and could not stand on his own. I took Mr. Hopkins into custody for his own safety and transported him to 4790 where he was cited and housed.

RECD CALL FOR SEWER BACK UP AT THE ABOVE LOCATION. UPON ARRIVAL, MR CECALAS INFORMED POLICE THAT AN EXCESSIVE AMOUNT OF WATER WAS ENTERING HIS BASEMENT. CECALAS' BASEMENT WAS FILLED WITH SEVERAL INCHES OF WATER. SAME BELIEVED THE WATER WAS SEEPING THROUGH THE GROUND. POLICE ADVISED CECALAS THAT UPON CONTACTING THE APPROPRIATE OFFICIALS, HE WOULD BE NOTIFIED.
CPL GABE NOTIFIED CHIEF SMYTHE. CHIEF SMYTHE ATTEMPTED TO CONTACT MRS DAVIS, WITHOUT SUCCESS.
