Perp is pictured at a Urban Disaster Search and Rescue (USAR) training. He is part of FEMA's WA-TF1 (Washington Task Force 1), and went with them to Atlanta during the August 1996 Olympic Games.
Bella is pictured at a Water Search and Rescue training. Bella was on her way to becoming a USAR dog with FEMA, when she developed neck problems and got her first two heart evaluations. Even though she now has a clear heart evaluation her neck remains a problem as she has days when her neck keeps her from working. When a task force is deployed they take a very specific number of people and dogs. They take 4 dog teams with them. Because of this, Bella's neck makes her an undesirable USAR dog.
