T he ultimate IVA purpose is to give citizens control over the political process. The IVA will publish ballot access petitions on IVA web sites. Published petitions, available for download, will be petitions for minor candidates, Minor Political Parties, and pro-reform referendum issues. Ballot access will be accomplished by IVA trained petition circulators who select petitions to circulate. Successful petition efforts will give voters more alternatives to improve governance from the bottom up. Active citizenship, participation, will lead to government of, by, and for the people at the local, state, and national levels.Sovereignty will rest in every citizen as intended in 1776 by our Declaration of Independence. No power will be above the natural rights of citizens to life, liberty and the pursuit of happiness. The Hamilton County IVA will provide all-volunteer petition services to give ballot access to all qualified independent and Minor Party candidates standing for local, state, and national offices in Hamilton County elections. Circulate petitions to give continuous statewide Ohio ballot access to all moderate Minor parties including the "IVA." Circulate petitions to put important Referendum Issues on Hamilton County (and Cincinnati) ballots for social justice and a more democratic republic. Make information available to recruit independent and minor party candidates for public office. If not you, who? If not now, when? Know the Candidates — The "Other" Candidates on Your Ballot: Local Contact Phones, E-mails: IVA Priority Goal: Train Petition Circulators We train Ohio petition circulators to correctly obtain valid signatures needed to get ballot access for independent candidates, minor party candidates, all minor parties to include the IVA, and initiative/referendum issues. The rules to obtain valid petition signatures are simple and the same for all Ohio petitions. Ten signatures from 10,000 petition circulators (100,000 signatures) are over twice the number of valid signatures needed for minor party ballot access in Ohio. Ten times that number of circulators, 100,000, would lower the number of signatures needed per circulator for minor party ballot access to only one or two valid signatures. A signature from a spouse and one neighbor can transform our world. Once we have 100,000 trained motivated Ohio petition circulators, we can easily reform our Ohio political system. Even initiative/referendum issues needing "100,000" valid signatures would require only five valid signatures if just 25% of IVA petition circulators chose to circulate a petition for the issue. Many issues would get to the ballot and voters would have the opportunity to "speak" on each issue. Even independent candidate valid signature requirements would require only one or two signatures with as few as 10,000 IVA trained petition circulators. For example, 5,000 valid signatures are all that are needed to put an independent candidate for President on the Ohio ballot.T o participate in civic power you can be a trained petition circulator in one hour, more or less. Be an active petition circulator and voter.A LITTLE EFFORT — A LOT OF DEMOCRACY Individual petition circulators choose the candidate, party, and issue petitions he/she wants to circulate. Petitions will be available to download as Adobe Acrobat (*.pdf) files from IVA or other web sites. The petition files can be opened and printed using the free Adobe Acrobat Reader. Each petition will have a volunteer petition coordinator to track signature collection efforts. Each web site can set the local goal for the number of valid local signatures needed to insure ballot access. If public soliciting of signatures is needed, which usually yields 80% or less valid signatures, a higher goal will also be set for the total number of signatures needed to meet the goal for valid petition signatures. For example, in a statewide petition drive for political party ballot access, the numbers are about as below: 2001 Valid Signature Goal Statewide: 44,000 due to the 1% rule based on the 2000 presidential election voter turnout. After the 1998 Ohio Gubernatorial election, the 1% rule required 33,000 valid signatures to obtain ballot access for a new minor party. 2001 Total Signature Goal Statewide: Publicly gathered Signatures usually yield 20% or more invalid signatures. 65,000 signatures as the total goal would produce about 52,000 (80% of 65,000) valid signatures with 8,000 insurance signatures above the 44,000 (68% of 65,000) valid signature goal. In 1999, the goal was 50,000 total signatures. Petition Activities Page: Current IVA petition drives will be posted on this page. Petitions to form new Ohio political parties can be accessed from this page. The Green Party, the Independent Voters Alliance (IVA), and the Natural Law Party will circulate petitions in 2002/2003 to form Ohio political parties for 2004 elections, and there could be more. Referendum issue petitions, such as Instant Runoff Voting (IRV), will always be accessed from this page. All statewide petitions will be on the Ohio IVA web site and on each local IVA web site all over the state. IVA Priority Goal: IVA Web Site in every Voting Precinct You can put in as much time as you like to run an IVA web site in your community, precinct, town, county, or congressional district. Bring two blank formatted 3.5" floppy discs to any IVA meeting or to any IVA Web Site Operator. You will get a free set of IVA files copied on to your discs. The IVA files contain all the easy instructions you will need to set up and operate your IVA web site.P etitions will be available on each IVA and other web sites for use by independent voters.
