MCC-FHC was formed by several physicians in response to their patients' desperate cry for vaccine exemption after discovering it was no longer freely available. The physicians hands were tied...they could not sign a medical exemption based on the parents educated decision not to vaccinate - that would not be truthful. But what could they do? Parents could no longer claim religious exemption - at that point in history there were only 13 religions "approved" by the Missouri Department of Health for exemption. We now had the Department of Health defining religion! Chiropractors were written out of the law as practitioners who could sign exemptions - they were there in black and white prior to 1993 but eliminated due to their understanding and support of parents having the right and responsibility to choose what was right for their own child.
Because of Citizen Involvement, the unfair rules promulgated by the Department of Health (i.e. 13 religions) were kicked out of the Joint Committee on Administrative Rules on April 27th 1994. The Department of Health voluntarily withdrew its restrictive rules the next morning. But our personal exemption was still not available to us - that had been legislated away on the last day of the session in Jeff City. An amendment was tacked onto a benevolent Medicaid bill - we then had our personal exemption removed which we had enjoyed for several decades prior to that.
The Coalition adopted its stand on issues to support the community of individuals in Missouri who approach their healthcare proactively. Individuals generally seek to attain peak health and wellness, not just re-act to dis-ease. Our goals and purposes, as outlined, have been established to further understanding of the issues to encourage freedom to be able to make appropriate alternative/complimentary Choices.
