Background:

Cecil is the brother of the infamous Robert aka Sideshow Bob. Cecil is even more corrupt than his brother. He became a hydrological hydrodynamic engineer after an audition to be Krusty's sidekick ended in agony as Bob was chosen. To get even, he hired Bob to work for him as part of a prison work release program and framed him for embezzeling millions of dollars from the city dam project. And, yes, Bart foiled the plans.
