Algorithms for the Chinese calendar are hard to come by, but what appears to be the definitive algorithm is in the book Calendrical Calculations by Nachum Dershowitz and Edward M. Reingold, which I highly recommend to those interested in the mathematics of calendars.

Helmer Aslaksen of the National University of Singapore now also has an excellent description of the mathematics involved, which can be accessed through his web site.
