RULE CHANGES MADE IN THE FUTURE WILL REQUIRE A MINIMUM OF 8 VOTES IN FAVOR OF THE CHANGE WITH AT LEAST 10 OWNERS PRESENT AT THE MEETING.

I. Fees and Awards

The Annual League Franchise Fee is $60.00 per team payable to the Commissioner the day of the draft. $50.00 goes to the year-end distribution of awards; $10.00 goes toward downloading statistic files during the year using an on-line computer service. Any costs incurred during the season such as postage etc... will come from the free agent/trade fund. The cost of Free Agents acquired during the course of the year is $3.00. Trades will cost $1.00 per player traded. A total of $600.00 will be distributed at the end of the season at the CFFL Super Bowl. The 5th and 6th place teams in each division will receive $25.00. The 1st round losers in the playoffs will receive $35.00 each. The 2nd round losers will receive $50.00. The winner of the Super Bowl will receive $125.00 and the loser $75.00. Division winners receive $30.00 each.

Free Agent Fees and Trade Fees will not be collected during the year. Each owner has a credit line of $25.00 to start out the season as this is the minimum you will receive back at the end of the year.

The Commissioner will track Free agents acquired during the season and deduct the total committed by each owner from the payout he receives at the end of the year. In the event an owner surpasses his credit limit he will be responsible for paying the fee to the Commissioner at that time. Failure to do so will prevent that owner from participating in any future free agent acquisitions unless exempted by the commissioner.

EACH OWNER IS REQUIRED TO SPEND A MINIMUM OF $10 FOR FREE AGENTS/TRADES...IN THE EVENT THE OWNER DOES NOT SPEND AT LEAST $10 IT WILL BE DEDUCTED FROM HIS WINNINGS AND A CHARITABLE CONTRIBUTION MADE TO THE SUPER BOWL PARTY FUND.

There is a TOILET BOWL for those teams which do not make the playoffs. The loser will receive the prestigious Homer Rice Award as well as the Toilet Bowl trophy which is to be displayed at a prominent place in the home or office of the recipient.

The Pro Bowl will be held on the first week after multiple byes of the regular NFL season, usually around week 10. Two quarterbacks, three running backs, four receivers, two kickers, and two defenses will constitute each division's team.  The fee for each team is $10.00.

The draft will be held the Thursday before the start of the NFL regular season at 8:00 p.m.  Each team will freeze one player off the previous year's roster with an option to freeze an additional player.  If two are kept then that team passes in the first round of the draft.  The draft order will remain the same throughout the draft.  The draft order is based on the previous year's records at the end of the year including playoffs.  The Super Bowl winner goes last, the runnerup 11th, etc.. The Toilet Bowl participants draft order is based on their respective regular seanson finish. The team with the lousiest record drafts first... etc...  Each owner must declare who they will freeze the Monday previous to the draft.  The freezes will then be published by the commissioner on Tuesday for all to see and to help prepare for who will be available the day of the draft.

II. The Game

Each team will consist of a Master Roster. Each team will select from its Master Roster a starting lineup each week to play against that weeks opponent. (see schedule)

III. Regular Season

The league will have two divisions, Eastern and Western. League standings will be determined in the following manner:  Standing will be based on win-loss records. If there is a tie using win-loss records, total points for the season will be the first tie-breaker. Should two teams have identical win-loss records and total points, their head to head match up will determine the better record, with total points scored against each other the next tiebreaker. If a tie still exists at season end a coin toss will determine the winner.

There is a rule change beginning with the 1997 season to break a tie score for that week's game. The bonus points that the offense accumulates that week will be used to break a tie.  If  the game is still tied after those points are applied then the game will end in a tie.  This tie breaker also applies to the playoffs.  If still tied, then the tie breaker scenario described above will determine the playoff game winner

IV. Scoring

These are the scoring procedures. Some reward is intended for above average performance. It is, however, the league's intention to keep the system simple.

      Offense:

  • Touchdown Points
    • Pass Play - Quarterback - 3 points
    • Pass Play - Reciever - 3 points
    • Running Play - 6 points
    • Offense recovering fumble in end zone credit is to that player - 6 points
  • Field Goal Points
    • 1 - 52 yards - 3 points
    • 53+ yards - 4 points
  • Extra Points
    • Extra Point Kicked - 1 point
  • Extra Points Credit to Players involved
    • Pass Play - Passer - 1 point
    • Pass Play - Reciever - 1 point
    • Running Play - Rusher- 2 points

    Defense:

  • Touchdown (Punt/Kickoff Return, Interception, Fumble Recovery) - 6 points
  • Safety - 2 points
  • Shut Out - 6 points

Individual Performances:

Defense Net Yards Allowed

  • less than 50 - 6 points
  •   50 - 99   - 5 points
  • 100 - 149 - 4 points
  • 150 - 199 - 3 points
  • 200 - 249 - 2 points
  • 250 - 299 - 1 point

Offense Net Yards Gained

  • 300 - 349 - 1 points
  • 350 - 399 - 2 points
  • 400 - 449 - 3 points
  • 450 - 499 - 4 points
  • 500 - 549 - 5 points
  • add one bonus point for each addtional 50 yards gained

Rushing yardage

  • 100 - 124 - 1 point
  • 125 - 149 - 2 points
  • 150 - 174 - 3 points  
  • Add one bonus point for every 25 additional yards gained.

Receiving Yardage

  • 75 - 99 - 1 point
  • 100 - 124 - 2 points
  • 125 - 149 - 3 points
  • 150 - 174 - 4 points 
  • Add one bonues point for every 25 additional yards gained.

Passing Yardage

  • 250 - 299 - 1 point
  • 300 - 349 - 2 points
  • 350 - 399 - 3 points
  • 400 - 449 - 4 points 
  • Add one bonues point for every 50 additional yards gained.

V. Playoffs

The playoffs will begin in the 15th week of the NFL regular season. Eight teams (the top four teams in each division) will enter the playoffs and awards will be distributed based on playoff performance Ties will be decided in the same manner that league standings are determined as explained in III. above.

a. Quarter Finals
Will be held the 15th week of the regular season. The first place team in each division will play the fourth place team in the same division.

b. Division Championship
The winners of the Quarter Finals for each division will play each other to determine the division champions

c. Super Bowl
The division winners will play each other to determine the CFFL Super Bowl winner.

VI. Master Roster

At no time can a team's active master roster exceed 16 players or the maximum number of players at each position. Each team is allowed to carry two players in Injured Reserve. A player must officially be on the NFL team's INACTIVE ROSTER for that week in order to be placed on Injured Reserve in the CFFL. If there is a dispute as to whether a player is active or not the commissioner will decide.

Should a team make a trade or acquires a free agent which gives it an excess at a particular position, a player at that position must be immediately waived, traded or placed on injured reserve.

VII. Trades/Waivers/Free Agents

All trades, free agent acquisitions, and other roster changes must be in to the commissioner by 9:00 p.m. every Thursday. NO TRADES WILL BE ALLOWED AFTER 9:00 P.M. ON THE FRIDAY FOLLOWING WEEK 12 OF THE NFL REGULAR SEASON. FREE AGENTS WILL BE ALLOWED TO BE PICKED UP THROUGHOUT THE SEASON, THERE IS NO CUTOFF FOR FREE AGENTS. This is to discourage owner collusion as the playoffs get closer and closer.

a. Trades
Teams may trade among themselves for players on other teams. Compensation must be made in other players or cash. All trades must be cleared by the commissioner. Trades will cost $1.00 per player involved.

b. Free Agents
Any player not on a master roster can be obtained at any time for $4.00. A team wishing to pick up a free agent must notify the commissioner. If no other team claims the player by 9:00 p.m. on Thursday, he becomes a member of the team. If another team or teams lay claim to the free agent there will be a bid submitted to the commissioner by those teams to purchase that free agent with a minimum bid of $4.00. The team with the highest bid will receive that player. Once a free agent is claimed that team must immediately reduce its active roster with a player from the corresponding position. FREE AGENTS DROPPED CAN NOT BE PICKED UP UNTIL NOTIFICATION IS POSTED IN THE NEWSLETTER.

VIII. Weekly Procedures

a. Starting Lineups
All starting lineups for each weeks games must be to the commssioner by 12:00 noon each Sunday. Lineups can be called into 733-3386 ext 329. The messages 8 are dated and timed so I'll know when the lineup was called in. If the NFL has a game on the Thursday of that week-end, the starting lineups must be to the commissioner by noon. the day before the first NFL game. Any team not notifying the commissioner of their starting lineups by the deadline will automatically start the preceding week's lineup.

b. Weekly Results
Both teams are responsible for verifying scoring in their game. While the league office will have the preceding week's results each Tuesday, both teams should verify the League's total points. The league statistics become official once the next weeks games have begun.

c. Meetings
Each owner is allowed to miss (3) three meetings. A fine of $5.00 will be levied if an owner misses more than three meetings. The intent of the meetings is to further nurture owner hatred and animosity which has developed over the years as well as stir up trades and free agents.
