Joy's Windows 3.1 MPEG 3-Layer Wav Help Page


Introduction

One of the most frequent questions I am hearing now is: How can I convert these MPEG wavs back to their original format because people with Windows 3.1 cannot hear them? There is no need to do this. Although there is not much in the way of software for Windows 3.1 that will allow a 3.1 user to convert back and forth between the different wav formats, there is a way to get the codec for Windows 3.1 users so they can hear the MPEG 3-Layer encoded wavs.

USING MPEG WAVS WITH WINDOWS 3.1

This tutuorial is for users of the Windows 3.1 operating system and CANNOT hear the MPEG 3-Layer encoded wavs. It is necessary, if you want to be able to hear the wavs to get the appropriate CODEC to support this format. Please follow these instructions if this applies to you:

  1. First, you need to get the codec and in my research, I have found that Microsoft's Netshow Version 2.0 (and ONLY version 2.0) has the necessary codec for Windows 3.1 users. You need to download this and install it.


  2. To get the Netshow Player Version 2.0, please follow this link to Microsoft's official download site: Microsoft's Netshow Player 2.0 for Windows 3.1


  3. Once you connect to the above site, you will click on the link that says: nsplay16.exe


  4. Now you are downloading the netshow player. After the download is complete (2.51 Megs), you will install it by running the nsplay16.exe file.


  5. Now you may have to cold reboot your computer. This means, shutting down windows and turning the computer completely off. Then wait about 15 seconds and turn it back on, allowing it to reboot into Windows.


  6. The correct codec should be properly installed for use with your sound card now. DO NOT try to open the wav in the Netshow Player. That is not what it's for. The purpose is installing the Netshow so you can use the codec that is in the installation program. You should now be able to open a MPEG compressed 3 Layer WAV through Windows like any other compressed wavs using your Sound Recorder or Media player.


  7. Time for a Test WAV? Ok, click here to download a small MPEG test wav to make sure this is properly working, if you are not sure if you have a MPEG wav on your system already to try out.

    To download this wav, right-click on the link and choose SAVE TARGET AS/SAVE LINK AS and save the file to your harddrive. Now open it through Windows (NOT AOL). If you hear it, then the installation was successful.
