For decades the Daly City has paid for long-term capital improvements with
cash. This is too conservative. We should borrow at low public bond rates
for capital projects, and let the people of the city pay for them as they
use them. This would leave more money in the city coffers to help youth, etc.
Daly City can do a lot more to help its citizens: language classes,
cultural events, youth programs, anti-gang programs, free health services
for those is need.
We need to attract new businesses to the city, not just be a suburb of
San Francisco. We need to use redevelopment money wisely, in consultation
with the people who live in the affected neighborhoods, as required by
Federal law and ignored by the leaders here.
We need a program for local public access cable television, so our
communities can talk among themselves, and with each other. The city
manager will tell you we have public TV. This is not true. He refers to
the government channel, not to public access. He can negotiate a true
public access channel with the cable company, if the council directs. We
also need a TV media lab and taping facilities, like San Francisco and Palo
Alto have. Its a small expense for the cable company, but big benefits,
especially for folks like the Green Party.
We need to involve all the communities in Daly City in determining
public policy. Top down is always undemocratic.
Townhall meetings, real ones, in all languages.
All city vehicles travel less than 100 miles a day, except for police
and some management. These cars should run on natural gas. Longer range
vehicles can run on methanol, or have a gasoline backup system. We can
institute a policy of serious energy conservation, which has never been done
here. We can promote such things in agencies we are a part, such as ABAG,
the MTC and the Transit Authority.
