Hi, my name is Rick Lemar. I am a lieutenant for the Festus, Missouri Police Department and have been an officer for over 18 years. I am the network system administrator and the special operations/support commander. I'm also an active team leader of RCCEEG (Regional Computer Crimes Education & Enforcement Group) which is based out of St. Louis. RCCEEG is an organization of law enforcement officers, prosecutors and computer professionals in the St. Louis area and surrounding counties; dedicated to providing manpower, technical and legal assistance in computer crime education and investigation. As you can see I love sitting in front of my computer. Always RELOAD after you re-enter this site because you never know when you will need a full magazine....lol!!
If your department is looking for a great all around computer software to manage everything from your dispatching to your jail, you need to check out Information Technologies, Inc. They also have a program that tracks your traffic stops for racial profiling. It even compiles your statistics and prints it out in a report approved by the Attorney General's Office. I'm a member of the St. Louis Area ITI User Group, if you have any questions in reference to the programs send me an email to my work. They are based out of St. Louis and our department has been using them for over 4 years. They would be happy to help you!!

For the Missouri police departments, there is a Missouri accident software that was made by Lt. Barry Duncan of Carthage, MO. This program is fantastic!! My department just purchased it and we have just started to use it!! The forms are very user-friendly and print out to look exactly like the regular STAR reports. You can even add your own diagram templates that will print with the report!! The price is dirt cheap!!! You have to have MSHP approve your forms, but Lt. Duncan added a phototype that you can print out to mail to the highway patrol. The approval turn around time for us was less than a week!! The program is a must for departments with MDT's and computerized report writing! Check it out!!

Lt. Duncan has just recently finished his diagramming program that will supplement his accident forms. You can use his computerized drawing program that will add diagrams to your reports!! My department has purchased the diagramming program upgrade and it works great!! It is very easy to use, just a matter of drag and dropping what you need. There are examples of diagrams on his web site showing how easy it is and they look very professional!! If you have any questions about either program, feel free to email Lt. Duncan!!
