SAILING INSTRUCTIONS

for the

Saturday Series

of the

IVY OPEN RACING FLEET (I.O.R.F.)

Illinois Valley Yacht and Canoe Club

 

1. Rules

    1. Races shall be governed by the current edition of "The Racing Rules of Sailing" as published by the United States Sailing Association (U.S.S.A.) and by these Sailing Instructions.
    2. The I.O.R.F. Capri 22 One Design Class Rules will apply to the Capri 22 fleet except as may be altered by these Sailing Instructions.

1.3 The handicap system used for handicap fleets will be the I.O.R.F time-on-time formula using P.H.R.F. handicaps assigned as set forth in the I.O.R.F. by-laws. Yachts will be assigned to fleets as set forth in the I.O.R.F. by-laws.

2. Entries

    1. For a yacht to participate in the fleet’s official races, (1) the owner who is in good standing of the I.O.R.F., or a member of the owner’s family who resides with the owner, shall be on board the yacht; or (2) a member in good standing of the I.O.R.F. who is not the owner shall be on board and skipper the yacht.

A. The yacht must be registered with and dues paid to IORF by an owner, and

B. The yacht must have a complete and accurate handicap form filed with IORF, and

C. For each race either (1) a registered owner who is in good standing of the IORF, or a member of the owner’s family who resides with the owner and has their permission, shall be on board the yacht; or (2) a member in good standing of the IORF who is not the owner but has permission of the registered owner, shall be on board and skipper the yacht.

2.2 Races will be counted for the yacht-owner or yacht-skipper, whichever is applicable. If a non-owner I.O.R.F. member skippers the yacht at a time when the owner or a member of the owner’s family is on board, the result of the race shall be counted for the yacht-owner unless the yacht-owner or yacht-skipper informs the race committee prior to the harbor gun to have the race counted for the yacht-skipper.

2.3 All yachts intending to start a race shall check in with the Race Committee in the vicinity of the starting line between the Harbor Gun and the First Warning Signal by hailing with the skipper's name, yacht name, sail number, and fleet classification.

2.4 At least two (2) yachts of a fleet must be checked in with the Race Committee five (5) minutes before the Warning Signal for that fleet, or the race for that fleet will be cancelled.

3. Notices to Competitors

Notices to competitors will be posted on the official I.O.R.F. bulletin board located in the IVY Club clubhouse in the hallway across from the men’s and ladies' rooms.

4. Changes in Sailing Instructions

Changes to these Sailing Instructions may be made as set forth in the I.O.R.F. by-laws and published by the appropriate I.O.R.F. officer(s).

5. Schedule of Races

5.1 Races will be scheduled as set forth in the I.O.R.F. by-laws and published by the I.O.R.F. Race Scheduling committee and appropriate I.O.R.F. officer(s).

5.2 Each competitor shall be responsible for supplying assistance to the Race Committee if requested, for one race each season as published in the schedule of races.

5.3 Racing shall be conducted in two series each year, known as the first series and the second series. There shall be approximately ten races in each series, and no less than five races in each series. The first series shall end the last Saturday in July and the second series shall begin the first Saturday in August.

5.4 A "harbor gun" will be signaled by a gun or other sound thirty (30) minutes before the Warning Signal for the first fleet in the first race of the day. This signal will occur approximately 9:30 a.m. for morning races and approximately 1:00 p.m. for afternoon races.

5.5 For back-to-back races, the Warning Signal for the first fleet in each succeeding race will be made as soon as practicable. To alert boats that another race or sequence of races will begin soon, the postponement signal (see Sailing Instruction 10.6) will be displayed for at least four minutes before a Warning Signal is displayed.

6. Class Flags

    1. Each yacht starting a race shall display prominently from a backstay a flag signifying the appropriate fleet as follows:

6.2 Each yacht starting a race shall have sail numbers displayed on at least the main sail.

7. Racing Area

Unless otherwise specified in the racing schedule, races will be conducted in Upper Peoria Lake in the vicinity of the IVY Club.

8. The Course

8.1 Diagrams showing courses are included at the end of these instructions.

8.2 The Race Committee will decide which course will be sailed.

8.3 The course to be sailed will be displayed by course number on the committee boat and/or announced orally by the Race Committee to all yachts in the vicinity of the starting line during the time between the Harbor Gun and the First Warning Signal. It is the responsibility of each yacht to become informed about which course is to be sailed.

8.4 No later than the warning signal, the Race Committee boat will display the approximate bearing from the starting mark to the first mark.

8.5 When there is a gate, boats shall sail between the gate marks from the direction of the previous mark and round either gate mark (see course diagrams).

9. Marks

All marks are sixty six (66) inch (5.5 foot) tall yellow inflatable tetrahedrons, with the exception of the windward offset mark which is an eighteen (18) inch red inflatable ball.

10. The Start

10.1 The Race Committee will decide the order of fleet starts.

10.2 The order of fleet starts will be announced orally by the Race Committee to all yachts in the vicinity of the starting line during the time between the harbor gun and the warning signal for the first fleet. It is the responsibility of each yacht to become informed about the starting order.

10.3 The starting line will be between a staff flying an orange flag on the Race Committee boat and the vertical middle of the starting mark.

10.4 Races will be started in accordance to ISAF Rule 26:

The above sequence of signals results in the start of the first fleet. Remaining fleets will start at five (5) minute intervals. The start of a fleet is the Warning Signal for the following fleet, so once a fleet has started, the class flag for the next fleet is displayed and the sequence repeats.

10.5 In the absence of sufficient wind, the Race Committee may postpone the start of the race for up to, but no longer than, sixty (60) minutes. After sixty (60) minutes, the race shall be started or cancelled.

In the event that the earlier race of back-to-back races is cancelled due to the absence of sufficient wind, the Race Committee may postpone the starting sequence of the following race by up to two (2) hours. After two (2) hours, the race shall be started or cancelled. The Race Committee may convey oral instructions to the fleets regarding additional signals to be used in the event the fleets are allowed to return to harbor during the postponement period.

 

10.6 The Race Committee will signal postponement and cancellation by exhibiting the following signals:

The Race Committee will call attention to these signals by a gun or other sound signal.

10.7 Recalls will be per ISAF rules 29.2 and 29.3. Additionally, for individual recalls the Race Committee will hail each infringing yacht by her sail number.

11. Abandonment and Cancellation

11.1 Races may not be abandoned in this series; they must either be sailed or cancelled. The words "cancel" in lieu of "abandon", "cancelled" in lieu of "abandoned", "cancellation" in lieu of "abandonment", and so on will apply as a modification to the Racing Rules.

11.2 The Race Committee may cancel the race at any time if, in their judgement, conditions exist or are imminent that may jeopardize the safety of the yachts and crews.

12. Change of Course after the Start

12.1 To change the position of the next mark, the Race Committee will move the original mark (or the finishing line) to a new position. The change will be signaled per ISAF Rule 33 before the leading boat has begun the leg, although the mark may not yet be in the new position. Any mark to be rounded after rounding the moved mark may be relocated without further signaling to maintain the course configuration.

12.2 In the event that the lead boat in a race does not round the first leeward mark of the course in less than ninety (90) minutes from the starting signal of the first fleet, the race shall consist of one (1) lap only with finish at the first leeward mark.

13. The Finish

13.1 The finishing line will be between a staff flying an orange flag on the Race Committee boat and the vertical middle of the finishing mark.

13.2 When the course is shortened at a gate, a Race Committee boat near the gate will display flag S and boats shall finish by sailing through the gate from the direction of the previous mark. The finishing line will be between the gate marks. This changes race signal S.

14. Time Limits

14.1 In the event that the lead boat in a race does not round the first leeward mark of the course in less than one hundred twenty (120) minutes from the starting signal of the first fleet, the race shall be cancelled.

14.2 The Race Committee is not obligated to remain on station for more than one hundred eighty (180) minutes after the starting signal of the first fleet. If the Race Committee leaves the course, it shall notify any yachts still racing to keep their own finishing times.

14.3 Each yacht finishing after the Race Committee leaves the course shall turn in its finishing time, and the identity of the yacht immediately ahead and the yacht immediately behind, to the Handicap Committee or Race Results committee within seventy two (72) hours following its finishing time.

14.4 Each yacht crossing the finishing line in the absence of the Race Committee shall be responsible to determine if any other yachts are racing, and the last yacht shall pick up the finishing mark and place it aboard the Race Committee boat in harbor. The Race Committee shall have already picked up all other marks.

15. Protests

15.1 A yacht wishing to lodge a protest, if the yacht has knowledge of the facts justifying the protest before she finishes, shall notify the Race Committee of the fact that a protest is being lodged and identify the protested yacht(s). This notification shall be made orally as soon as possible after the yacht wishing to lodge a protest finishes, but in any event shall be made before leaving the finishing line area.

15.2 Protest forms are available at the IVY Club office.

15.3 A yacht must deliver a written protest to the I.O.R.F. Fleet Vice-Captain, or in his absence to another I.O.R.F. officer, within thirty (30) minutes of the time the Race Committee boat arrives at its slip following the race.

15.4 The I.O.R.F. Fleet Vice-Captain or in his absence another I.O.R.F. officer shall convene a Protest Committee as soon as practicable following delivery of a written protest as set forth in Sailing Instruction 14.2. The Protest Committee shall consist of at least three (3) persons who meet the qualifications set forth in ISAF Rule 63.4.

16. Scoring

16.1 Points will be awarded for race standings on the basis of 1 for first, 2 for second, 3 for third, etc.

16.2 A yacht which starts a race but does not finish (DNF) will be assigned points equal to the number of yachts starting the race in her fleet.

16.3 A yacht which is disqualified (DSQ) will be assigned points equal to one more than the number of yachts starting the race in her fleet.

16.4 Fleet standings for each series within each of the fleets will be established by the average points of yacht-owner or yacht-skipper in all races in which that yacht received points.

16.5 A yacht may elect to "throw out" or not count her points from up to three (3) races in the series by notifying the Handicap Committee in writing no later than seven (7) days after the last race of the series. As a condition of exercising the rule, the yacht must have received points in seven (7) races in the series, and may not throw out any score which will result in counting points from less than six (6) races in a series.

16.6 Fleet standing for the season within each of the fleets will be established by averaging the average finish points of a yacht-owner or yacht-skipper in each of the two series. To qualify for the season, a yacht-owner or yacht-skipper must race both series in the same fleet.

16.7 Ties shall be broken by the result of the races sailed against each other by determining which yacht beat the other the most number of times. If a tie still remains, the winner of the last race between the yachts will win.

16.8 Any combined races with other fleets shall not be counted for purposes of determining Fleet standing.

17. Alternative Penalties

For a yacht infringing a rule of Part 2 of the racing rules, the 720o Turns Penalty, ISAF Rule 44.2 will be used.

18. Other Requirements

18.1 No part of the torso of skipper or crew shall be outside the lifelines or outside the place lifelines would normally exist, except when in the cockpit area. The onus of proof shall be on the protested yacht.

18.2 All yachts will satisfy equipment requirements set forth by the various regulating agencies (such as but not limited to the U.S. Coast Guard, State of Illinois, etc.).

19. Prizes

19.1 A yacht-owner or yacht-skipper must complete at least 50% of the races sailed in any series in order to qualify for any trophies for that series.

19.2 A yacht-owner or yacht-skipper must complete at least 50% of the races sailed in each series in order to qualify for any trophies for that season.

19.3 The number of trophies within each of the fleets for each series and the season will be determined by the fleet officers. Trophies shall be awarded in "one design" and "no handicap" fleets only on the basis of actual finish and in "handicap" fleets only on the basis of corrected finish. The fleet officers may also award a trophy to the skipper of the yacht which has the highest corrected finish for the season in any fleet who has never won an I.O.R.F. fleet trophy in the current or any previous season.

19.4 Within the "handicap" fleet(s), traveling trophies for the season shall be awarded to first place based on corrected times. The traveling trophies for first place based on actual times shall be temporarily retired at the IVY Club’s trophy case.

19.5 At the discretion of the Fleet Captain, special trophies may be awarded as for special races, special contributions, etc.
