be challenging for staff working with Limited English Proficiency (LEP) clients to be knowledgeable about all applicable policies and terms, and to be able to convey them properly to their clients. It can be even more challenging for newer bilingual staff, interpreters or translators, who are not familiar with the intricacies of Workforce Investment Act (WIA) policies. Linguistic Analysis of Most Commonly Spoken Languages in New York State
(In teaching Language Arts to students in bilingual programs, it is important to become cognizant of the linguistic differences among languages, especially in those commonly taught in New York State. Developing an understanding of the linguistic features of English and the native language will facilitate the transference of language skills and promote strategies for integration of native language arts standards into the curriculum, instruction, and assessment. Language is an organized system of symbols. In oral language, the symbols (speech) are auditory; in written language the symbols (print) are visual. Oral language and written language work in different ways. As we speak, we can vary stress, speed, volume, pauses for breathing, and tones, as well as speech sounds. On the other hand, writing systems are codes for spoken language. Letters are arbitrary symbols for sounds in speech. One important consideration is that some LEP/ELLs may come from cultures and countries where there is no literate tradition, but a vast and rich oral tradition. Spanish and Haitian Creole Translations of DIBELS (Screening and Progress Monitoring) Administration Directions
(Translations which can be used with students having limited English proficiency and who would be able to understand the DIBELS tasks better if the directions were provided in Spanish or Haitian Creole. Haïti: Lois Linguistiques
(Haïti est un État officiellement bilingue. Ce bilinguisme est réel, mais inégal, voire
déséquilibré dans certains rôles socio-politiques. Malgré son statut de langue officielle,
le créole n'apparaît pas davantage comme un idiome prestigieux. On ne peut parler de diglossie en Haïti dans la mesure où la répartition inégale des langues n'est pas assurée
par l'ensemble de la société. La société haïtienne n'est pas une société bilingue (moins
de 10%), mais l'État l'est, de même qu'une petite élite. Il s'agit donc d'un bilinguisme qui semble favoriser indûment le français aux dépens du créole, langue de l'immense majorité
de la population. Au plan de l'État, le bilinguisme reste non seulement déséquilibré,
mais diglossique, sinon symbolique. Bref, Haïti, comme bien d'autres pays d'Afrique francophone, est resté à un stade colonial, mais à avec cette différence que tout le pays
