Bennette Day Burks, P.E. Bennette D. Burks, P.E., is Director of Engineering for Consolidated Treatment Systems, Inc., in Franklin, Ohio. For seven years, he was in charge of the onsite wastewater treatment program, where his responsibilities included research into design alternatives, development, and implementation of the state's septic system administrative rules, supervision of plan review and inspection programs, and uniform enforcement by county sanitarians. In addition, Mr. Burks managed a program to provide grants to help fund the replacement of failing septic systems. Mr. Burks has been a project engineer and project manager for an environmental consulting firm in Alabama. His assignments centered on water and wastewater process and conveyance design, including installation of high capacity pumps and transmission main for a water treatment plant and wastewater pumping and conveyance systems. Mr. Burks received his M.S.C.E. and B.S.C.E. degrees from the University of
Arkansas. His graduate work centered on water and wastewater treatment process
design. His thesis was a series of computer programs that performed designs of
