G.H.O.S.T.: Agency Organization


G.H.O.S.T. relies on a series of ranks to denote an individual's position, and his/her responsibilities, based on the supernatural. These ranks work just as rank in the armed services does, due to G.H.O.S.T.'s quasi-military status. The following table lists the ranks, the cost of achieving that rank (bought as Perks), and the responsibilities typically associated with the rank.

Player characters wishing to create a G.H.O.S.T. agent for a Super Agents style campaign, or for whatever reason, will need to buy rank. Under no circumstances should a PC buy a rank of Phantom or higher, if he/she plans to be included in the campaign. The duties of individuals with ranks that high are to be considered far too encumbering to allow for participation in most adventures.

It is suggested that characters have ranks of Poltergeist or lower, but in Super Agent stories it is common for a Branch Commander (Banshee), and their closet advisors to become involved (Wraiths) in missions.

As the table implies, G.H.O.S.T. branches have been broken down into two major departments: the Administration Department, and the Task Force Department. Every action taken by G.H.O.S.T., whether it is a strike against a villainous organization, or just simple secretarial work, falls under the jurisdiction of either department.

The Task Force branch is responsible for missions involving combat, and the leadership of the organization in general. Due to the wide-scale of operations under the Task Force branch, it is the largest of the two, having four times the manpower of the Administration branch.

The task of keeping other national agencies informed, getting information from them, and dealing with the press and public falls on the shoulders of the Administration Department. They are also responsible for keeping records for the agency. There is a saying in G.H.O.S.T. that sums up the two branches quite well: "The Task Force makes history; Administration records it."

The agency has taken quite a beating by the press, who claim that it is run by "combat happy, trigger ready commandos," due to the Task Force's role in the leadership of the organization. The reasoning behind the decision to put soldiers in charge of the agency is that they would best understand the situations that would arise, and be able to respond accordingly with greater speed. People involved in Administration work would be slower to react to crisis situations, or so the designers of G.H.O.S.T. felt.

The United States is divided into six sections, overseen by six Specters: the Northeast, Southeast, Northern Central, Southern Central, Northwest, and Southwest. These six Specters are overseen directly by the Ghost, who is currently Rodford Albrecht. The Ghost answers directly to the President of the United States, and is considered to be a part of the Join Chiefs of Staff, advising the President, the National Security Council, and the Secretary of Defense.
