INTERNATIONAL OFFSHORE 14 CLASS ASSOCIATION CLASS RULES
(Draft of Original, 1994 Edition). The name of the Association shall be the
INTERNATIONAL OFFSHORE 14 CLASS ASSOCIATION, with Head Office at. (To be decided)
1. The emblem of the Class shall be the INT'L OFFSHORE 14symbol.
2. The
Int'l Offshore 14 Class shall be a development Class.
3. The intention of
these rules is to assure that the boats are as sea worthy as possible.
4.
The objects of the Class Association are: To encourage design, development, construction,
and sailing in 14 foot sailboats in offshore racing events, as well as cruising with
a limited number of crew members. It must promote consideration for security and
performance at sea. Its object is also to promote good seamanship, responsibility
and sportsmanship.
5. To promote and develop Int'l Offshore 14 racing in all
countries, under uniform rules.
6. To encourage and foster the enjoyment of
the sporting and recreational aspects of sailing to all sailors.
7. AUTHORITY:
The Class Association has authority over all activities of the Int'l Offshore 14
Class. The Measurement Committee for the Int'l Offshore 14 Class shall be the sole
authority able to amend the rule and to interpret clauses. In case of conflict, the
English text shall prevail.
8 ELIGIBILITY: Races are open to all mono hulls
which conform to the Int'l Offshore 14 Class rules. The Race Committee can refuse
the right for a yacht to enter a race, if it feels that the yacht is not seaworthy
enough for the anticipated weather conditions.
9. CLASSES: Registrations will
be divided into two categories‚ Racing and production/cruising yachts.
CHAPTER
I
SAFETY EQUIPMENT: 1 Pulpits, stanchions and life lines: Pulpits
and stanchions must be bonded or through bolted to the deck. Yacht shall be equipped
with 2 lifelines completely surrounding the deck. The upper lifeline shall be located
at a height not less than 18” above deck level. The lifelines shall be attached to
at least 2 stanchions on each side and a bow pulpit.
2. Each crew member shall
be equipped with: A, a safety harness. A fixation point for the safety harness
shall be provided next to the companionway. B, a cold water survival suit.
3.
Fastening of equipment: All heavy equipment such as batteries, stove, generator,
anchors and chain, water cans etc., must be securely fastened, whatever the layout
of the yacht.
4. Identification: Race numbers allocated by the Class Association,
must be displayed distinctly on each side of the hull and on the deck. Lettering
shall be 20 inches in height and have a thickness of 3 inches. These numbers shall
also be displayed on both sides of all sails (in accordance with rule # 25 of the
IYRR).
CHAPTER II
NAVIGATION
1.Outside Assistance:
Navigational assistance from ashore is prohibited. No contact with other boats nor
reprovisioning is allowed at sea during a race.
2. Radio: Each yacht must be fitted with a VHF radio transceiver and provided
with a masthead antenna.
3. Batteries must be securely fastened during a race so as to remain in position
should the yacht be capsized 180 degrees.
CHAPTER III
DESIGN Description: An Int'l Offshore-14 yacht is a mono hull defined as a yacht
having only one water line plan, at any station the depth of the hull shall not decrease
towards the center line of the yacht.
1. LENGTH OVERALL: The LOA of the yacht
should not exceed 14 foot. LOA shall not include the rudders and their hanging plates,
nor the stem plates (no effort to artificially increase the water line length by
means of adding stem plates, is allowed). Solar panels, pulpits, wind vane fittings
etc., shall also be ignored. The hull is defined as the part of the yacht comprised
between the perpendicular plan located at stem and the perpendicular plan located
at the base of the stern post. Forestays, backstays, rudders, shrouds should be anchored
within the hull length.
2. CABIN MEASUREMENT: A vertical measurement taken from a point at 50% of the
water line length and 10" perpendicular to the center line to the cabin ceiling,
the distance can not be less than 48 inches.
3. BUOYANCY: Yacht should have enough buoyancy aid in form of expanded material
having a rate of absorption of water less than 5%. It is a further requirement that
this reserve of buoyancy shall be divided in 3 separate units. It shall be able to
keep the yacht and her crew afloat with the yacht entirely flooded. The volume of
the foam used as the core material in the construction of the hull (but not in the
deck) may be included in the total requirement. The buoyant material shall be bonded
with fiberglass or glued. A traction of intensity equal to the buoyancy capacity
of the block, if applied, must not rip it off. These blocks shall be fastened to
the hull structure and not to the deck or roof, whatever the heel of the yacht
4. STABILITY: At large angles of heel. The yacht, fully equipped in accordance
with this rule, shall be pulled over until her masthead touches the water. A weight
of 40 pounds having been attached to the masthead and been submerged. If the yacht
can support this weight she has passed the test, if the weight increases the angle
of heel she fails the test. The test must be performed with the boat in the most
unfavorable configuration, i.e. with all the hatches opened, full water ballast (leeward
and/or windward side), mainsail fully hoisted.
5. BALLAST: Removable ballasts (except for water ballast) are not allowed inside
the hull. Water ballast must be secured and contained and can not exceed 100 liters.
7. CREW RIGHTING: Any device to increase the righting moment of the yacht, extending
outside the life line enclosure is not allowed.
8. APPENDAGES: All removable appendages, except rudders, have to be secured in
a fixed position during racing.
9. OUTRIGGERS: I.e. spinnaker poles bow sprits booms etc. have to be quickly
and easily dismantled
10. SAILS: The maximum number of sails carried on board must not exceed 4.
11. CONSTRUCTION: Yachts shall be strongly built and essentially watertight.
The rigging shall be anchored to the hull/deck structure. The cockpit sole must be
at least 5" above the water line. Yacht shall be built so it can be ramp launched
(without a hoist) from a trailer, and rigged by one person, within one hour.
12. MATERIAL: Plywood must be included in all hull/deck panels and in the superstructure,
such as bulkheads, stringers, etc.. Use of materials with a density greater than
that of lead is not permitted.
