The C.H.A.P.P.s Program was begun in 1983 with approximately 5 volunteers.  Training was all "on the job" and, with the combination of a little common sense and a lot of dumb luck, we were able to provide support and assistance as needed to our Officers.  Initially, we responded to Officer-involved shootings.  However, we soon realized that there were a great number of critical incidents which were powerful enough to require response too.

Our program was immediately recognized by the Fraternal Order of Police, Lodge 123, who began providing the funds needed to operate.  The Department soon accepted the program as well, allowing Dispatch personnel to place us on notification lists and giving our responders access, both at the scene and at Headquarters, to Officers involved in an incident.

In 1991, we adopted the team response approach.  This allowed us to have an increased number of volunteers available at any given time and permitted us to respond without being hampered by uncontrollable factors such as special assignment, court or illness.

During the past 15 years a strong and positive working relationship has existed between the Program, the Department and the Fraternal Order of Police.  This has helped to insure the best response and service possible to the members of our "police family."
