Our purpose is to teach people the skills they need to, DRIVE TO SURVIVE!

Eligibility


The Burns Flat OHP LEDT Training Facility is housed at the former Clinton-Sherman Air Force Base, at the Clinton-Sherman Airport located in Burns Flat, Oklahoma. The training is overseen by Trooper Joe Simpson of the Oklahoma Highway Patrol Training Division who coordinates the training. Instructors at the facility are law enforcement officers from throughout the state who volunteer to instruct during the schools. As a sidenote, the former airbase is home to a 13,502 foot runway which is the fourth longest in the nation.

The training is open to any commissioned law enforcement officer with no tution cost. Students attending the training are required to drive his or her own departmental vehicle for training. The reason for this is that each vehicle handles differently and the student will learn the capabilities of their particular vehicle. Students other that Oklahoma Department of Public Safety employees are responsible for their own fuel and meals. Housing is available at the training facility but students are required to furnish bedding. Casual clothing is allowed if not recommended, if you know anything about Oklahoma weather.

Minimum Requirements for Basic LEDT Training.

1. Commissioned law enforcement officer.
2. Hold a current drivers license.
3. 100% attendance and participation.
4. Successfully pass a fifty question muliple choice examination given upon completion of the course.
5. Successfully complete course of instruction during the driving portion of the course. Which includes not knocking down or touching a cone in at least one of the three runs in the driving maneuvers, and maintain control of the vehicle at all times during the driving maneuvers.
6. Successfully complete the designated cumulative skills courses without knocking down any cones or losing control or the vehicle.

Minimum Instructor Course Requirements

1. Successfully complete an approved Basic LEDT Course.
2. Successfully complete a CLEET Basic Instructor Development Course.
3. A minimum of two years experience as an Oklahoma Certified Law Enforcement Officer.
4. Hold a current Oklahoma drivers license.
5. 100% attendance and participation.
6. Successfully receive a "pass" in all evaluation runs.
7. Successfully "pass" a multiple choice written examination given at the completion of the course.

Training Courses


According to current standards as adopted the Oklahoma Council on Law Enforcement Education and Training (CLEET) Law Enforcement Driver Training (LEDT) Courses must have twenty-four hours of training. This training consists of eight hours of classroom, and at least five basic maneuvers and a cumulative skills course given over a two day period.

The basic LEDT class offered at the Burns Flat LEDT Training Facility is approximately three and a half days long. The LEDT instructor course is approximately a week long with an emphasis on instructional techniques inside the students vehicle.

The Burns Flat LEDT Facility utilizes concrete, asphalt, gravel, dirt, and grass surfaces during the training of students and student instructors. The training is done both at low speed and high speed depending on the particular course conducted with precision driving emphasized. The training emphasizes precision driving and Evel Knievel action is discouraged although rescue is provided by the Clinton-Sherman Fire Department Crash/Rescue.

Location


The training facility is located (at approximately Latitude: 35-20.39N, Longitude: 99-12.01W) in Washita County on the northwest side of the City of Burns Flat, Oklahoma. Burns Flat is located approximately six miles south of the Foss exit on Interstate 40. Click here to see the directions to the facility.

Reasons for LEDT Training


The reasons for LEDT Training is numerous to mention, the following is just a few reasons that we have seen:
A. Reduce collisions.
B. Reduce personal injury.
C. Reduce the liability against the driver, community, or agency.
D. Increase the level of attention to the driving task.
E. Increase the desire to continue to improve as a driver.
F. Create higher levels of maturity.
G. Create greater emotional control and discipline.
H. Reduce risk acceptance when there is sufficient gain.
I. Reduce stress levels on the driver.
J. Improve the image as a role model and professional.
K. Increase the information processing and decision making skills necessary to avoid potential collision situations.
L. Improve the skills necessary to cope with on going driving conditions.
M. Improve vehicle control skills to cope with normal and abnormal conditions.
N. Improve skills which carry over into the off-job driving responsibilities.

Another important consideration is that according to information available, "every 28,000 miles of driving a law enforcement officer should be expected to be involved in a crash". Hopefully, with LEDT Training this number will greatly be decreased.

History


In 1976 the Oklahoma Highway Patrol came to Burns Flat searching for a location for the Cadet Lawmen Academy. This academy co-sponsored by the Oklahoma Highway Patrol and the Oklahoma Elks Major Projects teaches High School seniors about law enforcement. The annual academy was held in June with this year marking the 30th academy. The first Cadet Lawman Academy in Burns Flat was held in June of 1977 in an old wooden barracks. On July 1st, 1983 the old 18,498 square foot Alert building and approximately 53 acres was obtained and training has been going in the building ever since.

In October of 1979 Law Enforcement Driver Training in Oklahoma was started by the Oklahoma Highway Patrol at Burns Flat. Originally the program was called EVOC (Emergency Vehicle Operations Course) but was later changed to LEDT (Law Enforcement Driver Training). As a result of this start the program has grown to be a nationally recognized training site. The staff has taught students from all over the nation including students from the US Customs, US Marshalls Service, United States Fish and Wildlife, FBI, FLETC, and other State Highway Patrols, County and Municipal law enforcement agencies representing the following states: Alabama, Arkansas, Colorado, Georgia, Illinois, Iowa, Kansas, Kentucky, Louisiana, Minnesota, Mississippi, Missouri, Nebraska, North Dakota, South Dakota, Tennessee, and Texas.

In 1992, pursuit training for law enforcement officers was mandated by the Council on Law Enforcement Education and Training with training being offered to all beginning law enforcement officers. Burns Flat continues to be the only place in the state of Oklahoma which is certified to teach instructors for LEDT Training. Please check back as I receive additional information. The Oklahoma Highway Patrol has adopted a policy in which each trooper who receives a new vehicle has to attend training in that vehicle within one hundred eighty days of being assigned to the vehicle. Currently the Oklahoma Highway Patrol utilizes the Ford Crown Victoria as the primary patrol unit, although Chevrolet Impala (OHP's only front wheel drive patrol unit), Chevrolet Tahoe, Ford Expedition, and Harley-Davidson Motorcyles are utilized on the roadways. In case you are wondering where the name came from this can be simply explained. During several of the courses the student chases an instructor through the course. This is done to add an element of realism and to evaluate the student in a controlled environment with conditions as close to real world as possible. The student is referred to as the dog and the instructor the rabbit, hence the name.
