Propose Fair Property Tax Plan to Reading City Council that Can Slow
Sprawl
If you are a homeowner, renter, landlord, business person, developer, or
government official you need to know about the two-tier approach to local
tax reform. Eighteen cities in Pennsylvania have been pioneering an approach
to local tax reform that could be a boon to Reading, the boroughs, and the
surrounding counties. This approach features the so-called "split-rate" or
"two-tier" property tax. On the one hand, taxes are decreased on buildings
-- thereby giving property owners an incentive to maintain and improve their
properties. On the other hand, the tax rate on land values is increased --
thereby discouraging land speculation and sprawl while encouraging good site
use.
