Transportation may provide one or more "breakthrough" applications for smart cards. At a conference sponsored by the the Electronic Funds Transfer Association (EFTA), I described the potential value of smart card applications for driver's licenses and transit fare integration and collection. Issues surrounding the use of smart cards for driver's licenses, vehicle registration and electronic toll collection were addressed in depth in a 1996 study funded by the U.S. Federal Highway Administration.
