Nov. 2, 1961: Registered surface letter to Canada, 77c paid.

The first-class surface rate to Canada was the same as the U.S. domestic rate; however, the return receipt fee was not the same. The domestic return receipt fee was 10c, the foreign return receipt fee was 13c.

A 64c private lease Pitney Bowes meter (Type IA4A) pays the 4c/oz. first-class surface letter rate + the 60c registry fee. Perhaps as a last minute decision to get a return receipt, the 10c Independence Hall and 3c Statue of Liberty stamps were added at the post office to pay the fee.

It is my experience that examples of this foreign RR fee are uncommon, and to find one where Liberties are specifically paying the fee in combination with an omni-denominational meter is remarkable.
