I've been searching high and low for an inexpensive yet high quality photographic negative & slide scanner. What I've found is that there really isn't an inexpensive, high quality negative & slide scanner (especially if you want to scan larger format transparencies). The best scanner that I have found for under $2000 is probably the Nikon LS1000 Super Coolscan. The LS-20 looks good as well (it has 8 bit color resolution as compared to the LS1000 which has 12 bit) See the listed web sites for a more in depth explanation of what makes up a good scanner.
