This structure contains radar which scans yur local system for standard comunication signals. also allows communication with your ships in the sector.

The seti program will send out a message to whoever can recieve it, this is an optional function, because it may make it easier for other races to locate your homeworld, or raiding races. it can also make it easier to establish comunication with other races.
