Following the transfer of a U.S. Marine accused of rape from the local Indonesian police to his CO at the consulate, the consulate comes under siege by angry, armed locals and Mac finds herself in charge of the dire situation.

When the commander of the Marine detachment is killed and his next-in-command is blinded during the surprise attack, Mac realizes that she is next in command and must organize the emergency evacuation of the consulate while under fire.

    People are chasing a Marine, Corporal Lassiter, through the streets of Aceh, Indonesia. He runs up to the gates of the US consulate and tells the Marines on the other side to open the gate. A police car pulls up behind Lassiter and he is put in handcuffs. A Marine, Gunnery Sergeant Simpkins runs up to the gates and tells the police chief that the Marine is one of his men. Police Captain Jarot he is under arrest. Lassiter is put into a police car and the Marine tells him they will get him out.
    Mac and Captain Huddleston are having breakfast together in the Huddleston's room. He gets a phone call and it’s told that a Marine under the command of Simpkins in Aceh was arrested for allegedly raping a Lylyana. He hangs up and tells Mac the situation. Mac says it sounds like he needs a lawyer. Huddleston says the country is already dangerous as it is but he needs to send her there. Mac says she will meet with the local authorities and have him released into her custody.
    Harm and Turner are walking around headquarters. Turner is trying to make a deal with Harm who is defending a man who is being charged with voluntary manslaughter. The man is a Navy SEAL, Lt Cmdr Keegan, who killed another man on a commercial airline flight that threatened the lives of everyone on the aircraft. Turner says Harm has to admit that he used excessive force. Harm says half the people on the plane want to give Keegan a medal. Bud walks up to them and Turner tells Harm that he is trying to get Bud in shape. Bud says they tried to run 8miles but he had to stop at only half a mile. Turner says with practice he will get better. Before Turner walks away he tells Harm to think about the deal. Bud tells Harm that he knows that Harm must cross-examine Turners witness in the up coming case. Bud knows that Harm must cast a shadow of doubt on the witness by attacking her. Harm butts in and says he isn’t going to attack anyone. Bud tells him not to attack her. Harriet walks by and Bud says they were just talking about her. Harriet is one of Turners witnesses. She just says hello and keeps on walking. Bud chases after her and Singer walks up to Harm. She sarcastically asks if she is conversing with the enemy. Harm says she is a witness. Singer says not for their side. The camera moves over to Bud and Harriet and Harriet says that she doesn’t like this. She will have to be grilled by the people she works with. Turner walks up to Harriet and says she will do fine. He prepared her very well.
    Harm and Singer are talking to the Keegan. Harm says the prosecution will try to paint Keegan as a cold-blooded killer. He will need to counter act that by caring and feeling concerned. Keegan says he feels for the mans family. He seems them on television and knows his kids won’t grow up with a father. When he thinks about it though he always comes up with the same thought. What if he didn’t do anything and the man actually killed all those people.
    At the trial Turner swears in Harriet and she takes the stand. He asks if she was on Air Domains flight 655 on April 12th. She says yes. Bud is in the courtroom. He asks where she was seated and Harriet says at 2B, isle seat. Turner asks what she saw. Harriet saw Lt Cmdr Keegan kill Anton Summer. Turner asks specifically what happened. Harriet says it was a night flight and she was awakened by an argument by Keegan and Summer. Turner asks what the argument was about. Harriet says Summer had destroyed a smoke detector in the bathroom where he was smoking. A stewardess told him that she would have to inform the US Marshall’s and he would be arrested when they landed. The Stewardess started walking to the flight deck when Summer yelled for her to give him a break. Tuner asks where was Keegan. Harriet says that after the stewardess disappeared Keegan stood in between the door to the flight deck and Summer. Then Summer took a step towards Summer. Keegan knocked the water bottle out of Summers hands. When Summer went to pick it up Keegan hit him. They started fighting and Keegan broke Summers neck. Turner asks was Summer a threat to the passengers. Harriet says no, he was just trying to pick up his water bottle. Turner has no more questions and the judge says they will take a short recess before the defense can cross-examine.
    There is a large protest going on outside the police station in Aceh. The Chief, Mac, and Gunny are watching this through a window in Jarot's office. Chief says things are very fragile in Indonesia. When anything bad happens the people always blame the Americans. Mac wants to talk about Lassiter. Jarot says Mia Sweet was in a dance club and talked with Lassiter. When she left the club Lassiter dragged her into an alley and rapped her. Mia correctly identified Lassiter as her rapist. Mac asks if she can see the case file and Jarot says it is unavailable right now, it is being prepared. Mac asks is Lassiter gave a statement. Jarot says Lassiter had never been to the club or met the Lylyana. Mac asks if anyone saw him at the club. Jarot says Mia screamed “rape” and 10 men came running. When they got to her Lassiter was running down the block. Mac says the US Military will handle the case from here. All he has to do is release Lassiter into her custody. Jarot says Lassiter leaving or staying is up to him. Mac says Lassiter is a Marine and a US citizen. Jarot says he can’t let him go unless he receives, what they call bail. Gunny says they call it bribery. Mac says she could send a formal complaint. Jarot says that could take days, and Lassiter doesn’t have that much time. The crowd outside is becoming hard to control. There is no telling what they might do if they got their hands on Lassiter. Mac asks how much will it cost to get Lassiter out. Jarot starts talking about the US and Indonesia and Mac pulls out her dog tags. Attached to the dog tags is her engagement ring. Gunny tells her not to give it away. Mac hands the ring to Jarot and asks if this will do.
    Singer cross-examines Harriet. Singer says that Harriet said he was sleeping when she hear the arguments. She asks Harriet if she was dreaming before she was woken up. Harriet says she was. Singer asks what she was dreaming about. Harriet says she was dreaming about the child she lost in childbirth, her name was Sarah. Singer asks if she woke up drying. Harriet says yes. Singer says that she was so caught up with grief she didn’t know what she was really seeing. Mac says she knows what happened. Singer says she dreamt about her dead baby and woke up with feelings of pain. Turner object. Singer yells and Bud looks agitated. Harm asks the judge for a short recess to confer with co council. The judges aggress and Harm and Singer walk out of the courtroom. As Harm walks by Bud, Bud gives him a nasty look.
    Mac, Gunny, and Lassiter drive back to the consulate. When they get there protesters surround the car and start to rock it back and forth. The gates open and people move just enough for the car to make it onto consulate grounds. They walk in and Gunny brings Lassiter for processing. Mac is looking around and a little girl, Lylyana, bumps into Mac. Lylyana's mother is a chef in the consulate. Lylyana talks to Mac a little more than skips away. Simpkins and the Ambassador for America. Mac says she got his Marine back. Ambassador says he wishes he wasn’t here. Ambassador says there are crazy people outside that want to kill this rapist. Mac says she saw very little evidence against Lassiter.
    Harm brings Singer into his office and asks her what she was doing. Singer says she was attacking her credibility. Harm says the courtroom saw her attacking a woman who lost her baby. Harm says Singer brought her to tears and made her sympathetic. Harm says where did she come up with this. She says Tiner overhear someone else talking about it this morning. Harm says she should have cleared this with him first. He tells Singer from now on he will be doing the talking in the courtroom.
    Lassiter hasn’t eaten in a while and he is shoveling down his food now. Lassiter says the whole country is bad. He hasn’t seen a good looking woman in months until his partner saved him. Gunny says that is a senior officer he is talking about. Lassiter says he meant no offense.
    Outside the consulate more protestors have gathered. Inside the consulate there is a party being held for Simpkins promotion. Cake is being passed around when Staff Sergeant Wakefield, Simpkins second in command, comes in and tells the Ambassador and Simpkins that the crowd is getting bigger. Wakefield says if they show force now it may deter whatever the crowd is thinking of doing. Simpkins says that the police is handling things. Gunny walks over to Mac and giver her a file that the Chief sent. She reads it and immediately had a meeting with Lassiter.
    Mac asks Lassiter if he understands Article 32 rights and ask if he still wants to speak with her. He says yes to both questions. Mac says that he said he had never been to the club where the Lylyana worked. Lassiter says yes. Mac shows him his personal positions that were taken off of him when he was arrested. She shows him a business card of the club he allegedly has never been to. Lassiter laughs and said it has to be a plant to make him look like he had been there. Gunny tells Lassiter to stand up and lift up his shirt. Lassiter does this and there are fingernail scratches on his belly. Mac says the victim told the police that she scratched him on his belly. Lassiter says that the police did this to him. Mac asks if he knows who did this too him. Lassiter says he sure does, he got a long look at his name tag. Mac asks who is it and Lassiter says Jarot. Mac says he is lying. She looked at Jarot's nails when she gave him her ring and saw that his nails are filed down. Gunny grabs Lassiter and asks if he can bring Lassiter back to the police station. Lassiter says they will kill him if he goes back. Mac tells him to start telling the truth. Lassiter thinks and says that she was just a dance hall Lylyana. Mac tells Gunny to place Lassiter under arrest and confine him to quarters. As the Gunny is saying yes there is a loud bang.  The building shakes and the lights go out.
    Harm is in his office with Keegan and Singer when the Admiral walk in. He calls Harm outside and tells him the Mac and Gunny were investigation an alleged rape in Aceh. The incident agitated an already tense situation and now the consulate is under attack. There was an explosion and casualties have been reported. He doesn’t know if Mac or Gunny were on of them.
    Harm is questioning an employee of Air Domain, Captain Wendell. Harm asks what he was doing on the plane. Wendell says when there are extra seats available on a plane employees can fly for free. Harm asks if he had the chance to speak with Summer before he died. Wendell says yes. He saw Summer waiting to use the lavatory when he got out of it. He saw that Summer had cigarettes in his hand so he informed Summer that if he smoked the Captain would have to inform Marshals. Summer than said, “If he does he’ll be sorry.” Harm asks what did Wendell think when he saw Summer arguing with the flight crew. Wendell says he thought Summer was trying to make good on his threat. Harm sits and Turner proceeds to asks Wendell if Keegan heard this conversation between him and Summer. Wendell says no, he kept it quiet so not to alarm the passengers. Turner asks what is the policy on aggravated passengers. Wendell says talk, persuade, and if all else fails, subdue. Turner says subdue, not kill. Turner sits and Harm redirects. Harm asks Wendell what did he do after the conversation with Summer. Wendell says he told the crew to keep an eye on Summer, he might be trouble. Harm says that he felt Summer was belligerent. Wendell says that he has flown long enough to know when trouble is going to happen.
    The Ambassador tells Mac that that the consulate is being evacuated. All US citizens are meeting at the airport to be airlifted out. He then leaves and Lylyana comes up to Mac. Mac tells her she would be safer at home but the Lylyana wants to stay. Lylyana gives Mac as picture she drew of her. Marines go outside to tie chains around the gate to make it hold up longer. When they are putting a lock on it a man reaches though the gate and drops a grenade. One is knocked to the ground and the other hold his face. Mac and other Marines run outside to help carry the wounded inside. Mac checks on the man that was knocked to the ground and it is Simpkins, he is dead. Mac turns to the man that held his face and it is Wakefield. Mac says she guesses he is in command now. Wakefield says he can’t, he is blind.
    A Marine wraps gauss around Wakefield’s eyes. Wakefield’s eyesight does have a chance of coming back. Wakefield tells Mac and Gunny that his men know what to do. He tells Mac to put two Marines on the roof too keep an eye on the crowd and to show their presence. Mac says they cannot shoot at the crowd. Wakefield says they fired on them already. Mac says that was 20minutes ago and there in no immediate danger. Wakefield asks how long till the helicopters get here. Mac says 1hour and 45minutes. Wakefield thinks and tells Mac that they have two machine guns in the basement. Mac says she wants a peaceful evacuation. Wakefield says ok, no men on the roof.
    In the trial Harm asks Keegan what lead to his confrontation with Summer. Keegan says he heard an argument between Summer and the stewardess. The stewardess man eye contact with him, saying that she needed help. When the stewardess walked by him he asked what was happening and she told him about the smoke detector. She told him to keep an eye on Summer and then she went into the flight deck. He stood in between Summer and the flight deck. He told Summer to sit down but he didn’t. Harm asks if Summer said anything to him that made him nervous. Keegan says he was an ex-con on parole and there was no way he was going back to jail. Right then the stewardess was coming out of the flight deck. Summer made a move towards the open door so he pushed Summer back. That’s when he dropped the water bottle. Keegan says that Summer then grabbed on to the emergency door handle. He tried to pry Summer’s hands off it, but Summer was strong. Harm says that Harriet says she never saw Summer holding the handle. Keegan says she couldn’t of have. Their body’s where blocking her view. Harm asks if he was trying to subdue Summer. Keegan says he was trying to… he kept pulling on the handle though. He grabbed Summer and… he was trying to make them crash. He wasn’t going to let that plane go down. Harm sits and Turner asks why did Summer grab the handle. Keegan says he doesn’t know. Tuner asks how did Keegan know Summer was going to pull that handle. Keegan says he just does. Turner says he doesn’t know that for sure. Keegan says he wouldn’t know for sure unless he let the plane crash. Turner asks if Keegan spoke with Marine Lance Corporal Edgerton at a bar before boarding the plane. Turner says he talked to some Marine, wasn’t sure what his name was. He told him to sit down. He was blocking a television and there was a game on. Turner asks if he had been drinking. Keegan says he had a couple beers. Turner sits and the judge asks if Harm has any more questions. Harm tells the judge that the defense rests. Turner then calls Lance Corporal Edgerton to the stand. Harm objects ands says that Edgerton isn’t on the witness list. Turner says he flew in today. Edgerton had read about the case in the newspaper. The judge lets Edgerton take the stand but will first allow Harm and Singer to interview him first.
    Edgerton walks out of Harms office after Harm and Singer interviews him. Singer tells Harm that Keegan should have told them about this earlier. Singer leaves and Harm goes to find Bud. Harm tries to apologies for what happened to Harriet but Bud tells him it is all right.
    Edgerton is on the stand and says that he was paying for his drink when he felt a bottle shoved into his back. It was Keegan. Keegan called him a “jar-head.” Edgerton told him back off. Keegan told him that maybe they should take this outside.
    Outside the consulate the crowd is throwing Molotov cocktails. Mac talks with the EMBASADOR and he isn’t done destroying all the files. He tells Mac that he needs more time. Mac looks on a counter and sees the picture Lylyana drew for her. Mac calls the helicopter and tells them to delay their arrival by an hour. Wakefield says they should bring up the machine guns from the basement. Mac says she now agrees.
    At the trial the judge tells the accused to rise. The jury says they find Keegan guilty of voluntary manslaughter.
    Harm, Singer and Keegan go into Harms office. Singer asks Keegan why didn’t tell them about what happened in the bar. Keegan says he didn’t think it would make a difference. Harm says it makes a difference to whether the jury sees him as a hero or a drunk. Harm says if he told them sooner they could have dealt with it upfront. Keegan says he is sorry. Harm says it isn’t over yet, there still is sentencing.
    Mac goes to see Ambassador to ask if he is done with the evacuation procedures. Ambassador says almost. Another Marine brings Lassider. Mac asks what he is doing here. Ambassador says he is giving Lassider to the police, that will by them more time. Wakefield says he can’t do that and that they will kill him. Ambassador says it is a diplomatic solution. Gunny says it’s a sacrifice. Ambassador says he has a right to protect his people in the consulate. Wakefield says Lassider is under his command. Mac says Lassider is her prisoner, and she won’t give his to the mob.
    Harm is in his office trying to think of a plan for the sentencing. The Admiral come into Harm’s office. The Admiral asks if Harm is having trouble in the case. Harm says he would have won if it weren’t for a slight problem. The Admiral says that Keegan did what he was trained to do. Harm is unsure to what the Admiral is getting at. The Admiral says Keegan got in trouble for doing his duty. Harm thinks and says this will haunt Keegan for the rest of his life. The Admiral says he did save 138 lives and he needs to remember that. Before the Admiral leaves he says he hasn’t heard anything about Mac.
    Mac radios the helicopter and tells them they are about to be overrun. The pilot tells her they are inbound now. Mac tells everyone to get ready. Gunny looks out the window and tells Mac the gate will break any second.
    As the helicopter flies overhead some men have guns and start shooting at the helicopter. Mac radios to the helicopter pilot that they need to be evacuated now. The helicopter is being hit so the pilot pulls back. He tells Mac he won’t put the lives of his crew in danger. He will stay back and wait for a window of opportunity to come back. Lylyana comes up behind Mac and frightens her. Mac says that she should go home but Lylyana says she knows a way out of the consulate. Outside the mob finally breaks through the gates and rushes towards the house. Lylyana brings Mac and some Marines into the basement where she shows them a secret passage she found one day when she was playing. Lylyana says the passage exits two blocks away. All the people in the consulate start filing through the passageway.
    Harm is telling the jury that Keegan has spent his whole life defending people. He is a Navy SEAL and does things that normal people can’t. On the plane some people saw the argument and did nothing. Keegan did what they could not and saved their lives.
    Lylyana is leading everyone through the tunnels. Mac says that they need to tell the helicopter a new locating to extract them from. Lylyana says they can use her school. The school is nearby. Mac radios the schools location to the helicopter but isn’t sure if the transmission made it to them because they are underground.
    At the trial the jury reads Keegan’s sentence. They sentence him to receive a punitive letter of reprimand and make him go to anger management classes. The judge dismisses the case and Harm and Keegan shake hands. As Harm walks back to his office he looks at a television to see the riots in Aceh. Harm walks into his office and looks out the window. Bud and Harriet come into his office and ask if they can talk to him. Harm says sure. Harm wants to apologies to Harriet but she tells him not to, they all had a job to do. Harm asks why are they here then. Harriet says they want to stay until they find out about what’s happening with Mac. Harm tells them to have a seat.
    Lylyana brings everyone into her classroom. Lylyana asks if Mac has the picture she drew for her. Mac takes it out and Lylyana says she will sign it for her. There are sounds of gunfire but then there is a faint sound of spinning blades. The helicopter heard Mac’s transmission and is flying towards them. Mac tells Lylyana to wait inside until it’s safe and then run home. They hug then Mac brings everyone outside. They make a dash for the plane as mortar shells explode around them. As Mac and Gunny are about to get on the plane Lylyana comes out of the school and yells at Mac that she forgot the picture. Gunny tells Mac they have to get her out of here. The mortars are getting closer to the helicopter and Mac says there is no time. They get on and as it takes off Mac looks at Lylyana. There is an explosion in front of Lylyana and the flames block Mac’s view.
    Onboard the carrier Mac calls Chloe. Chloe hears Mac sounds different and asks if she is ok. Mac says she is fine. Mac just called to see what’s up. Mac just listens to Chloe talk and cries while she thinks about Lylyana.
