SENATE APPROVES HARMAN POW-MIA FLAG MEASURE

WASHINGTON -- The Senate Monday approved legislation requiring the display of the POW-MIA flag at federal buildings on selected patriotic holidays, Rep. Jane Harman (D-Torrance) announced.
The legislation is nearly identical to a measure Harman introduced earlier this spring and which the House of Representatives approved two weeks ago. In both the House and Senate, the POW-MIA flag requirement was incorporated into the Fiscal 1998 Defense Authorization Act.
"We are one step closer to having the POW-MIA flag displayed on these national holidays," said Harman. "The flag is a symbol of our nation's concern and commitment to achieving the fullest possible accounting of Americans who, having been prisoners of war or missing in action, remain unaccounted for. More than 88,000 service men and women are listed as missing from World War II, Korea and Vietnam."
Harman originally introduced the POW-MIA flag bill in March after local postal officials in Lomita refused a request from veterans to fly the distinctive black and white flag. Current postal regulations prohibit the flying of any flags, other than the flag of the United States. Harman attributed much of the nationwide publicity her flag bill has received to David Albert, a Lomita city councilman. Albert brought to Harman's attention the Post Office's rebuff to the veterans' request.
Ben Nighthorse Campbell (R-CO) sponsored the legislation in the Senate and offered the POW-MIA flag language during that body's consideration of the defense bill. Differences between the House and Senate-passed defense bills will have to be ironed out over the next several weeks before being sent to the President.
