Each player begins with two tokens. A large one which moves around the games tracks and a smaller one which resides in the hierarchy to denote their position. All players roll the dice with the high roller getting the Buck. In future turns, if the person with the Buck does not like the consequences of the roll, the Buck may be passed to abother player. Their tokens are switched and the passer moves from that square. An optional rules gives each player a Buck.

The Organization chart has six salaried levels;

  1. Director-Automatic win
  2. Deputy Director-$35000
  3. Bureau Chief-$25000
  4. Division Head-$18000
  5. Section Supervisor-$12000
