ARACHNOS (Team) (bad)
Organized by Lord Recluse, Arachnos is a loosely controlled criminal oligarchy. Arachnos troopers are armed with the same spider-like cybernetic arms and armor as their master. Arachnos Tarantulas are henchmen who have sacrificed their humanity for robotic spider forms. Super villains from all over vie for Lord Recluse's favor as they climb towards Arachnos' inner circle. BLACK SCORPION (bad)
Mercenary Ernesto Rodriguez was leading a recon mission to investigate a hidden laboratory where he found and stole an armored suit, becoming the Black Scorpion. The armor gives Rodriguez enhanced strength and a powerful mechanical tail which can launch energy attacks. Obsessed with finding technology to improve his armor, he became a mercenary for Arachnos where he teamed up with the criminal cyborg Silver Mantis. Currently Black Scorpion "supervises" the scientists of Arachnos and is engaged with a rivalry with Captain Mako.

CAPTAIN MAKO (bad)
Gideon Ray is a mutant, born with shark-like features. Abandoned by his parents, he ended up in an orphanage. After several mysterious deaths, Ray fled to the sea where he continued to mutate. He eventually joined a pirate gang and took the name "Mako." Mako and his pirates set up base on Sharkhead Island and came into conflict with Lord Recluse when Arachnos came to take over the island base. The pirates were defeated, but Mako switched sides, ending up as Lord Recluse's bodyguard. He has since teamed up with villainess Barracuda and the alien race known as the Coralax.

Originally a Night Widow agent for Arachnos, Belladonna Vetrano was an expert spy; a master of stealth, infiltration and disguise. When she was killed on a mission, Vetrano re-manifested as a spirit. In her ghostly form, she can phase through walls and only becomes solid to interact with the everyday world. She can drain and transfer life force from victims as well as summon spirits to attack her enemies. She is often found teaming up with the Wretch as well in command of the Widows, the cyber-netic foot soldiers of Arachnos.

LORD RECLUSE (City of Villains Collector's Edition LE)(bad)
His mysterious background linked to the creation of the heroic Statesman, Lord Recluse terrorized Paragon City with his strength, spider-like arms and energy blasts. In the 1950's he brought "law and order" to the Rogue Isles, taking them over with the help of his organization Arachnos. Declared a sovereign nation by the U.N., the Rogue Isles has become a haven for super villains.

The orphaned son of the original Mantacore, Justin Sinclair followed in his father's footsteps; by training himself in mental and physical skills. He is an expert hand to hand fighter and acrobat, possessing a particular skill in archery. Upon turning eighteen, Manticore took up his father's mantle and vowed to bring his father's murderers, the villainous 5th Column, to justice.

POSITRON (good)
After developing a high-tech battle suit, Dr. Raymond Keyes joined the heroes of Paragon City to help defeat the alien invaders, the Rikti. His armor allows him to fire bolts of anti-matter, strength and flight. But Keyes suffered terrible injuries in the battle and lost control of his powers. To protect others from himself, he remains imprisoned within his battle suit. Despite his situation, he remains of the Paragon City's greatest defenders, contributing technological breakthroughs for the good of all.

As Paragon City's first costumed superhero, Marcus Cole has been fighting evil for over 70 years. After mastering the Far East secret of unlocking the "inner will", Cole gained access to incredible strength and invulnerability. Over the years he has used his powers for good, battling injustice both local and worldwide. He has a keen interest in organizing the hero community as the founder of the Freedom Phalanx and a member of the Vanguard Elite. Statesman is one of the few survivors of the devastating Rikti War and now spends much of his time aiding and training the new heroes of Paragon City.
